The state of surface groups in porous carbon material (PCM) and influence of laser irradiation on properties of these groups and on PCM electron subsystem are studied. Different types of surface groups are detected by nuclear magnetic resonance (NMR) spectroscopy, and their influence on electrolyte ions in a subsurface region is studied. As shown, the surface groups and collective unbound electrons can be found in three different states, which correlate as 1:3:6 and correspond to different structural elements (to pores of different dimensions). Laser irradiation leads to the reduction of variety of the group existence forms for both the initial PCM and the PCM alloyed with metals (Mn, Cr).
