The analysis of the physical conditions of negative dielectric permittivity (DP) values formation within the T–L splitting of frequency vibrations for polar crystals is performed. A simple quantitative criterion for the existence of the negative DP band depending on the degree of damping of the vibrational modes is presented with three equivalent forms of inequalities between the fundamental parameters of the crystal and polar oscillations. As demonstrated, the polariton absorption significantly limits the ability of wave propagation for the negative DP range and may lead to the collapse of the incoming wave.
