About the Centre "VSM"
Regulations on the Centre "Collective Use of the Device "VSM"

1.  General Provisions

 1.1. The collective use Centre "VSM" was founded in the structure of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine for the most efficient use of the unique device "Vibration magnetometer 7404 VSM" company Lake Shore Cryotronics, Inc., "(USA).

 1.2. G.V. Kurdyumov Institute for Metal Physics NASU has at its disposal all the capabilities to provide the conditions for collective use of the equipment: cryogenic laboratory, specialized facilities, specialists and research experience on similar equipment.

 1.3 The Centre "VSM" undertakes the obligations to provide a qualitative operation of the Device,serviced by qualified personnel and conditions for its effective use.

 2.  The structure, main tasks and organization of work

 2.1. The Centre is the property of the National Academy of Sciences of Ukraine.  The device is on the balance of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine.

 2.2. The Centre is a part of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine as the scientific department directly subordinated to the Directorate of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine without the legal entity status.  The Centre`s name (Centre "VSM"), as well as its Regulations are approved by the Commission on modernization of scientific instruments and equipment of the Presidium NAS of Ukraine (the Commission).

 2.3. The main objective of the Centre is to provide the capabilities to the scientific community of the NAS of Ukraine to conduct research on the device, serviced by the qualified personnel, who can maintain the equipment in the optimal functioning order, and to receive advisory services.

2.4. The Principle researcher, Dr.S., Shevchenko Anatoliy D. is appointed as a Head of the Centre with the Order of the Director of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine. The general management of the Centre is vested in the Deputy Director for scientific activity of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine Dr.S., prof. Viktor M. Uvarov.

 2.5. At least once a year the Institute reports on the work of the Centre to the Bureau of the Department for Physics and Astronomy of NAS of Ukraine, and to the Commission if necessary.  In the general annual report,the data on the Centre`s services are submitted by the Institute in a separate section in paper and electronic form to the Presidium of NAS of Ukraine, Bureau of the Department of Physics and Astronomy of NAS of Ukraine and the Commission on the modernization of scientific instruments and equipment of Presidium NAS of Ukraine.

 3.  The procedure of rendering the services:

 3.1. Information on the Centre "VSM" (type of device, the main technical characteristics and main research areas) is available on the web-site of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine and Presidium of NAS of Ukraine.

 3.2. The scientific institutions and organizations of NAS of Ukraine, which are in need to conduct research on the device "VSM" should submit an application in a writing form to the Bureau of the Department for Physics and Astronomy of NAS of Ukraine specifying the amount of hours, terms and types of studies to be conducted at the mentioned Device. The applications are submitted twice a year (before 15, January and before 15, June).

 3.3. The Bureau of the Department for Physics and Astronomy of NAS of Ukraine upon the submitted inquiry by the Director of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine approves the terms available for collective use ofthe Device "VSM" between the customers.

 3.4. The Director of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine with the order, approved by the Bureau of the Department for Physics and Astronomy of NAS of Ukraine, approves the working schedule of the Centre "VSM", sets the number of shifts per day, taking into account the working schedule of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine and the needs of the scientific community of NAS of Ukraine in usage of the Device.

 3.5.  While planning the working schedule of the Centre the Directorate takes as a base the proportions, specified in the Regulations of the Presidium NAS of Ukraine ¹ 322 dtd 28.04.04: 3:3:2 (for 8 hours working time), 5:4:3 (for 12 hours working time), where the corresponding numbers determine time of operation for the Device to meet the demands of the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine, other institutions  and organizations of NAS of Ukraine (free of charge) and a commercial usage of the Device  for the benefit of institutions, companies and organizations which are not subordinated to the National Academy of Sciences of Ukraine, in accordance with the acting law.

The hours of the Device operation are fixed in registers. The form of registers is set by the Commission.

 3.6. While planning the timeschedule of the Device usage with a different ratio of the time for their own use and charged services the Directorate takes as a based the fact that time of free of charge collective use of the Device remains the same.

 3.7. The charged services, connected with the usage of the Device for the needs of other customers, are rendered according to the acting law of Ukraine.

 3.8. The Institute covers all the costs connected with the use of the Device, which is at the disposal of the Centre "VSM".

 4.  Changing of the institution, closing of the Centre:

 4.1. Should the G.V. Kurdyumov Institute for Metal Physics NAS of Ukraine fail to observe the requirements of the Regulations or improper organize the operation of the Centre"VSM" to meet the needs of scientists of the NAS of Ukraine or other force majeure circumstances the Bureau of the Department for Physics and Astronomy of NAS of Ukraine submits the Commission the proposals for transferring of the assigned Device to Centre to another scientific institution of the NAS of Ukraine with corresponding change in the Centre`s name and its location.

 4.2. The Commission on modernization of scientific instruments and equipment of Presidium NAS of Ukraine considers the proposals of the Department for Physics of NAS of Ukraine under p. 1 and 2 of the Regulations, accepts the decisionconcerning the change of the basic scientific institution or closure of the Centre and submits it for approval to the Presidium of the National Academy of Sciences of Ukraine.
